Federal Student Aid (FSA) has identified an issue in the 2019-20 application cycle in which a C-Flag appears on an Institutional Student Aid Report (ISIR) when no corresponding comment code is present. Until a systems resolution is in place later this calendar year, schools may ignore C-Flags without corresponding comment codes.
An ISIR with a C-Flag is still a valid ISIR and can be used for awarding if no eligibility conflicts are found.
The issue is limited to the 2019-20 application cycle and at this time, FSA is not planning on re-processing affected ISIRs. NASFAA has reached out to FSA to learn more about the scope of the issue and encourage FSA to explore alternative resolution options that are less burdensome on institutions.
