HESC President James C. Ross today announced that he will retire from the New York State Higher Education Services Corporation (HESC), the State’s student financial aid agency that helps people pay for college.
Governor David A. Paterson said, "Jim Ross has been a leader in the higher education community in New York State, having distinguished himself during his five decades of dedicated and professional service. He moves on with a well-earned reputation as an enthusiastic advocate for the HESC mission of ensuring an affordable college education for all New Yorkers."
Prior to his appointment to the HESC presidency in 2005, Dr. Ross held critical positions in the higher education profession, helping shape programs that have become the foundation of New York’s highly regarded higher education system.
From 1974 to 2002, Dr. Ross served as vice president and, subsequently, president of the Commission on Independent Colleges and Universities (cIcu), a statewide association representing the public policy interests of the chief executives of more than 100 independent colleges and universities in New York State.
Before joining the cIcu, Dr. Ross was an executive associate with the Association of Colleges and Universities of the State of New York, a forum dedicated to advancing inter-sector cooperation to support a coordinated public policy for higher education. He also served in administrative positions at St. Michael’s College in Vermont and at New York University.
He served as a member of the board of directors of the National Council of Higher Education Loan Programs (NCHELP).
Dr. Ross said, "It has been an honor to serve the governor and the people of New York in this important position. HESC has expanded opportunities and access to higher education for students in New York State over my years in the profession, administering many valuable programs which help families and students achieve their goal of going to college. I am pleased to have been part of these initiatives that have kept New York and its premier colleges and universities in the forefront of higher education."
