Next week NASFAA will offer its members two webinars to discuss the contents of the Notice of Proposed Rulemaking (NPRM) published on August 21, 2009. The NPRM affects the Institutional Eligibility and General Provisions regulations, as well as several non-loan Title IV programs (Pell Grant, FWS, TEACH Grant, and LEAP). This NPRM was generated through the negotiated rulemaking process; however, the negotiating committee did not reach consensus on how to implement the provisions. Thus, it is very important that financial aid administrators and other affected campus officials study the issues in the NPRM and respond to the Department of Education by the closing date for comments of September 21. The first webinar will include information about how to respond effectively to NPRMs.
The September 9 Webinar will cover:
- Pell Grant Issues
- Year-round Pell Grant (second scheduled grant within an award year)
- Placement of cross-over periods
- Grants for children of deceased soldiers
- Required Readmission of Service Members
- 90/10 Rule and Other Issues for Proprietary Institutions
The September 10 webinar will cover:
- Student Consumer Issues
- New requirements for fire safety, emergency management and evacuation procedures, missing person procedures, copyright infringement and peer-to-peer file sharing safeguards
- Placement information requirements
- FWS issues
- All other remaining topics
The two NASFAA staff members who served as negotiators for this NPRM will present the Webinars:
- Karen McCarthy, Assistant Director of Professional Assessment, Training, and Regulatory Assistance
- Joan Berkes, Director of Legislative and Regulatory Analysis
Given the range of campus-wide issues that fall outside the purview of the financial aid office, NASFAA encourages you to invite other officials from your campus who will be affected by these rules to view the webinar. For members unable to attend the live webinars, archives will be posted.
